Police Bodycam Footage Shows Cops Detain and Handcuff 5-Year-Old Boy

Montgomery County Department of Police, Emergency Communications Center (911 Center) received a call for service from an employee at the East Silver Spring Elementary School on January 14, 2020. The employee requested MCPD officers’ assistance in addressing a five-year-old child who had left the school grounds and did not wish to return. Two MCPD patrol officers responded to handle the call for service.

The MCPD subsequently received a complaint regarding the patrol officers’ conduct in handling this call for service. Consistent with MCPD policy, an investigation into the officers’ conduct was initiated with the MCPD Internal Affairs Division. A thorough investigation was conducted of the entire event. The internal investigation has concluded. The findings of this internal investigation, as in all internal matters, are confidential under Maryland law. Both officers remain employed by the Montgomery County Department of Police.

Due to pending litigation, the Department has no further comment.
