Body camera footage shows East Ridge Police responding to an incident that began after a family dog got loose and a neighbor called police.
That neighbor happened to be an off-duty East Ridge Police Officer. And a heated exchange between that off-duty officer
and another man on his property led to assault charges for one of them. According to a police report from the incident that happened in December of 2021, the neighbor who called the police was off-duty East Ridge Police Officer Andrew Carter.
And the man facing charges is Kadron Marquez Locklin. Per the report, Locklin worked for Orange Grove and
dropped off a client with developmental challenges at an East Ridge home when the family’s dog got loose. Locklin tried to help the family chase down the dog, who ended up on off-duty officer Carter’s property. According to the report, “there is an apparent history” with the canine, the dog’s owner, and Carter. Per the report as Locklin helped chased down the dog, an exchange between Carter and Locklin followed.
